So beacuse rockstar relased the definitive edition, which is obviously shit, I decided to replay the original san andreas. I forgot how much trouble it is. The camera was spinning and the mouse isn't working. I installed dinput and it fixed the spinning, but the mouse still doesn't work.
Solutions to the Problem – Mouse not working issue within GTA San Andreas game. Get DINPUT8.DLL from here. Then, visit the site from where you have downloaded DINPUT8.DLL, and copy the file. Open the folder of GTA San Andreas. Copy the folder into GTA San Andreas game and paste it there. The work is complete, now begin GTA San Andreas Game on PC.

Nope. For me works either pressing Esc a few times (move mouse around at the same time) or unplug and plug it back, that works 100 % times for me. I'll try ESC again, but plugging it in and out won't work since I've used two mouses to try and solve the problem. I don't encounter mouse difficulties in games besides GTA.
